On March 20, 2026, a delegation led by Professor Dr. Selvaraj Oyyan Pillay, Deputy Vice Chancellor (Operations) of Twintech International University College of Technology, visited China for educational exchange and officially signed a friendly cooperation agreement with Dongfang Binhe Middle School in Pingdu City. This signing is an important step for Twintech University to deepen its international education layout and promote Sino-Malaysian educational collaboration, marking a solid step forward in the exchange of talent cultivation and educational resources between Chinese high schools and Malaysian universities.
During the visit, the delegation was warmly received by the Pingdu Municipal Government and education authorities. Xie Zhongpeng, Deputy Mayor of Pingdu Municipal Government, Jiang Yunpu, Secretary of the Party Committee and Director of the Pingdu Municipal Education and Sports Bureau, and Zong Wei, Secretary of the Party Committee of Nancun Town, attended related activities.

During the welcome speech, Professor Dr. Selvaraj Oyyan Pillay delivered a speech on behalf of Twintech University. He expressed his sincere gratitude for the efficient organization and thoughtful arrangements of the Pingdu Municipal Government and the education system management, and systematically introduced the educational positioning and development strategy of Twintech University from the perspective of international education development trends.

He pointed out that global higher education is currently accelerating towards openness and integration, and the cultivation of inter-cultural talents has become an important direction for international education. As an important country where diverse cultures converge, Malaysia possesses a good language environment, an international education system, and cost-effective study abroad advantages, providing Chinese students with a high-quality path to the world. Twintech University has long been committed to building an international talent cultivation platform for Asia and actively constructing a multi-level, multi-path international further education and exchange system.
He emphasized that this cooperation with Dongfang Binhe Middle School is not only an inter-school exchange, but also a concrete practice of complementary educational resources and collaborative education practice between China and Malaysia. In the future, both parties will focus on systematic cooperation in areas such as understanding international education at the high school level, short-term study tours and cultural exchange programs, and undergraduate-master’s degree cultivation pathways, to promote students’ exposure to the international education environment at an earlier stage and enhance their cross-cultural communication skills and global perspective.

Professor Dr. Selvaraj Oyyan Pillay highly praised Pingdu City’s excellent educational foundation and open-minded educational philosophy, expressing his expectation that this cooperation would serve as a starting point to continuously expand its depth and breadth, creating a demonstrative Sino-Malaysian educational cooperation project.
In his address, Jiang Yunpu, Secretary of the Party Committee and Director of the Pingdu Municipal Bureau of Education and Sports, stated that this cooperation has built an important bridge for educational and cultural exchanges between China and Malaysia, and will powerfully promote Pingdu’s education into the global educational cooperation system, injecting new momentum into the construction of a strong educational city. He pointed out that both sides should focus on talent cultivation and use resource sharing as a link to create a model of international cooperative education with exemplary effects. He also hoped that Dongfang Binhe Middle School would take this opportunity to actively learn from advanced international educational experiences and improve its internationalization level. Both sides should also use education as a bridge to promote cultural exchanges and mutual learning between China and Malaysia, allowing the fruits of cooperation to benefit more students.


Witnessed by representatives from both sides and attending guests, Twintech University and Dongfang Binhe Middle School officially signed a friendly cooperation agreement. According to the agreement, both parties will engage in practical cooperation on short-term study tours, cultural experiences, and pathway programs to higher education in Malaysia, providing students with more diverse and systematic international development paths.
